How does Greece determine that a golden visa applicant's business investment is making a positive impact?

Would a restaurant or tourism business be considered as making a positive impact to Greek economy? What if my 250,000 euros investment is in an online startup?

Tourism is one of the main pillars of the Greek economy, which contributes significantly to the labor market while analysts consider that it is the “champion of exports” for Greece; therefore, any activity within this framework would be approved as making a positive impact, provided there is a comprehensive business plan.
