What can we anticipate of the Golden Visa in Portugal?

It will take me up to a year to come up with the investment. Is the program still going to be available then? Are there restrictions on Syrian nationals?

There are no restricted citizenships to Golden Visa applications in Portugal. It is expected that some changes occur in the program in the short term, since a working group designated by the government at this moment is doing an evaluation to the program. Regardless of any changes, from the previous amendments to the Golden Visa regime, the submitted processes where never subject to the new regulations which matches with the principle of law application in time established in the article 12th of the Portuguese civil code, according to which, “The law only provides for the future; even if retroactive effectiveness is attributed to it, it is presumed that the effects already produced by the facts that the law is intended to regulate are safeguarded”.

For the moment, the government has not yet said anything. There is a commission in place that will analyze the changes to be done to the program. Anyhow it's not expected to be until next year.

Unfortunately, we are not yet able to answer your question. The Portuguese Government's announcement that they are considering ending the golden visas is very abstract and does not convey any certainty. In this sense, it is impossible to predict whether or not it will be possible to apply for a Golden Visa one year from now.

We expect that the program will still be in force during the year 2023, at least. To make other predictions at the moment is to speculate about a measure that has not been taken, nor announced by the government. Ordinary Syrians can apply for residency.
