What is the definition of “extraordinary special duty of built surfaces connected to the grid”?

As I am doing research on the Greek Golden Visa program, a taxable item comes to my attention: the “extraordinary special duty of built surfaces connected to the grid.” What exactly does this mean? What is “built surfaces connected to the grid”? How can I decide whether the purchase property is subject to this kind of tax?

I am not sure what exactly this phrase refers to, but I can assume that it is about the real estate tax (TAP) and/or municipal tax (PP) levied through the PPC accounts, at regionally priced rates, at the price of the areas declared to PPC (in m2). These kind of “taxes” are mandatory for each property and are charged through the electricity bill of the property. However, in order to have the total image before you make a purchase, legal and technical due diligence should be conducted by your consultant, with reference to the related taxes to be imposed for the specific property.
