How can investors successfully qualify for Portugal's cultural heritage golden visa?

I'm a pop artist from China looking to get a second residency plus citizenship via investment in Portugal. I've heard that the cultural heritage golden visa is cheaper (requires only 250,000 euros) but it is quite hard to get. What would I need to fulfill to be a successful candidate?

There is a list approved by the Portuguese government and it is necessary to invest in one of these pre-approved projects. The first Golden Visa approved under this option was granted this month.

The Portuguese Residence Program for Investment Purposes (Golden Visa) offers several types of investments, including 250,000 euros investment option in support of the arts.

It is possible to obtain Golden Visa through a capital transfer with a value equal to, or above, 250,000 euros by investing in artistic output, or support for the arts, for the purpose of reconstruction or refurbishment of national heritage via local and central government institutions. The amount of this investment may be reduced by 20% (going down to 200,000 euros) if it is made in a low density territory.
