Manduca attended St. Edward’s College in Malta from 1967 to 1978 and graduated from the University of Malta in 1984. He obtained his certificate in trust law and management in 2006. He held important positions at multiple professional organizations, including the Small Claims Tribunals, the Malta Environment and Planning Authority and the disciplinary board of Bank of Valletta.
