How can an EU national lawfully work as a freelancer in Italy?

What is the process for an EU national to move to Italy and become a freelancer? Currently I am not working as a freelancer in my country. Does the upcoming digital nomad visa apply to EU nationals, as well? If not, what are my options?

    As an EU citizen, you do not need a visa or a permit if you intend to live and work in Italy you just need to register as a resident with the City Hall where you intend to live.

    A national of an EU member state to move to Italy and work, as a freelancer or subordinate worker, does not need to obtain a visa and/or a residence permit. EU, EEA and Swiss citizens have the right to move freely within the territory of the EU, EEA and Switzerland and shall enjoy the same conditions applicable to the citizens of the EU country where they move, also in terms of access to employment and working conditions. EU nationals moving to Italy, after 90 days from their arrival, shall register with the competent local municipality and be officially registered as a resident (so-called "iscrizione anagrafica").
