Has Turkey stopped issuing new residence permits to foreigners in some provinces?

I've heard that Turkey is no longer going to issue to any foreigner in 16 provinces, including the capital Ankara. Would this new rule also apply to citizenship by investment applicants?

    No, there is no such official information regarding residence permits; however, sometimes due to many pending applications new ones are suspended for a while. Even in such a case, it should have no impact on citizenship applications.

    Although the details are not yet clear, it has been announced that 16 Turkish provinces where the refugee population is concentrated would now be closed to foreigners' applications. The aim of the measure is to prevent uncontrolled migration from disrupting the demographic structure of Turkey's population. It remains to be seen how the process will actually work. The measure is directed at international refugees and it would not be fair if it's applied to investors looking for Turkish citizenship. The measure has been initiated by the Turkish Ministry of Interior for asylum seekers in the country. Since investors have a very different status from asylum seekers, it would not be right if the measure is applied to foreign investors. When the details of the measure will come out, a clearer explanation will then be possible. However, it can be legally said that the subject of investment will not be within the scope of the measure in question.
