How can an investor take advantage of the July 1, 2021, golden visa deadline in the regions of Lisbon, Porto and Algarve without visiting Portugal?

I'm an investor based in China and I expect many COVID-related travel restrictions to remain in place in 2021. How could I get golden visas for myself and family without visiting Portugal?

    Yes, you can meet the golden visa deadline without visiting Portugal. If you apply for a Portuguese resident certificate, you’ll be allowed to work in other EU states as well with this resident certificate.

    The application for a golden visa in Portugal comprises of two stages. The first stage is the online application in which only basic documents such as an investor's personal information and proof of investment are submitted. This stage occurs immediately after your investment, whichever kind it might be, has been executed. The second stage takes place once the online application has been approved by the Portuguese Foreigners and Border Services, also known as the SEF; you will have to visit Portugal for this stage in order to personally submit all the mandatory documents as well as provide your biometric data. This appointment, however, can happen at any time of your choosing, since there is no mandatory time limit after the online approval comes through. As long as your online application has been submitted by July 1st, 2021, comprising the above mentioned first stage, your investment will not be at jeopardy, and you will be entitled to a residence permit under the Portuguese golden visa program. However, in order to complete the procedure and have your golden visa residence card issued, it is mandatory that, at a certain point in the future, you visit Portugal for the biometrics appointment.

    Your presence in Portugal is only necessary for the interview at the SEF. You will then travel to Portugal to provide your biometrics data, which includes fingerprints, signature and photo. Until then, a lawyer can represent you for the implementation of your investment via a power of attorney.
