How can foreigner entrepreneurs establish their own startup firms in Turkey?

I’m from a non-EU country looking to establish a startup business in Turkey. How can I do that and would I be able to also get permanent residency for myself and my family via this process?

    Foreigners can establish businesses in Turkey including startups. Please note that venture capital investment funds and private equity/venture capital investment company formations are subject to specific regulations under Capital Markets Board of Turkey. CBI programs are generally available to applicants and their spouses and children under 18 who apply to purchase a real estate property in Turkey with a minimum value of $250,000; or those who go for a fixed capital investment of a minimum $500,000 in a Turkish corporate entity; or who generate employment for at least 50 people in Turkey; or those who deposit a minimum of $500,000.- to banks that operate in Turkey; or those who purchase a minimum of $500,000 state debt instruments of Turkey; or those purchase minimum of $500,000 of Turkish real estate participation fund shares, or Turkish capital investment trust fund shares.
