How can I decide on my eligibility for Malta’s new Startup Residence Program?

I am looking for more info on the new Maltese startup program. Is there a pre-vetting process regarding which businesses would qualify? Is just a business plan enough, or does it need to have been realized elsewhere first? What is the scope of “core employees” that may be eligible?

    The new Malta Startup Residence Progamme is designed to attract investment from third country nationals and offers a renewable three year residency permit for startup founders, their family members and key employees who earn more than €30,000 a year. Business plans are a part of the application and need to propose products or services which are new and innovative compared to others in the market, have the potential to generate income from various geographical markets or utilise processes that are new or substantially improved compared to those adopted in the current market. In addition, the newly incorporated startup in Malta is required to place a tangible investment and/or paid up share capital of at least €25,000.
