How can I opt for long-term residency instead of a citizenship when buying a home in Turkey?

I have German citizenship and am thinking about getting a place in Istanbul. I was wondering what would be the second-best thing for me after Turkish citizenship as Germany doesn't allow dual citizenship. Is there a residency option I can apply for as a real estate investor, or does the program work for citizenship only?

    If you make a real estate investment of at least 400,000 USD and obtain a certificate of eligibility, you can get a residence permit for 5 years and renew it when it expires. A long-term residence permit shall be issued by the governorates, upon approval of the ministry, to the foreigners that have continuously resided in Turkey for at least eight years on a permit or to foreigners that meet the conditions set out by the ministry.

    It is possible to obtain a temporary residence permit based on a real estate purchase (without being subject to thresholds for citizenship by investment, currently $400k) in Turkey.
