How can investors from conflict zones apply for a golden visa in Malta?

I’m an investor based in Libya and I would like to know how I can apply for permanent residency and eventually citizenship via investment in Malta. Since I come from a conflict zone, where there is no standing government at the moment, I might find it hard to fulfill some documentation requirements. What options would you suggest to foreign investors like me who face such problems?

    Malta offers citizenship and permanent residency programmes for third country nationals, however there are some restrictions for nationals applying from sanctioned countries. Individuals from sanctioned countries are ineligible to apply. For Malta’s Granting of Citizenship for Exceptional Services by Direct Investment, there are currently 14 countries listed on the ineligible list, which includes Libya. Community Malta Agency (CMA) specifies that if applicants have a direct link to a banned country, they shall not be eligible to apply. In the case of permanent residency however, Libya is not considered a sanctioned country. As such, an application could be submitted for Malta’s Permanent Residence Programme (MPRP). The MPRP allows third country nationals to permanently settle and reside in Malta by investing in Malta.
