How does the condition of signing ‘Australian Values Statement’ impact investors who want to apply for Australian citizenship or get residency?

I'm an investor based in Europe and I’m concerned about the conditions in the values statement. What does it mean for me as an applicant? Does it also mean I would have to speak English fluently?

The Australian Values Statement is a commitment to values such as respect for the freedom and dignity of the individual, freedom of religion, freedom of speech, freedom of association, commitment to the rule of law, parliamentary democracy as well as equal opportunity for all people, regardless of their gender, sexual orientation, age, disability, race, or national or ethnic origin. It is a 'fair go' for all who embrace mutual respect, tolerance, compassion for those in need and equality of opportunity for all who recognize the English language as the national language, and as an important unifying element of Australian society. These are basic expectations of a permanent resident/citizen who want to call Australia their home. If these are values you feel you can embrace, then it should be no issue to you as an investor who wants to settle here. Speaking English fluently will benefit you in the long term if you want to stay here. It would not be an issue if you choose to learn a higher level of English simultaneously while settling here.

Depending on the visa, yes, you would need a level of English. The values statement will have an impact if you breach.

The Australian Values Statement is an undertaking to conduct yourself in accordance with Australian values and to obey Australian laws during your stay in Australia. With regard to the English language, all temporary visa applicants must understand that the English language is the national language, and is an important unifying element of Australian society. When applying for permanent resident visas, you must make reasonable efforts to learn the English language, if it is not your native language. When you apply for citizenship, you need to demonstrate certain minimum level of English proficiency.
