How much does an investor's country of origin matter when applying for Grenada's CBI for the purpose of eventually obtaining the E-2 visa?

Is the E-2 visa available to all once an investor becomes a citizen of Grenada? or would I face restrictions if my country of origin was, for example, Afghanistan or Syria?
