If i am interested in purchasing citizenship in Malta, how would it be possible to travel to Malta when my country is on the travel ban list?

Are there any exceptions since I would participate in the citizenship by investment program in Malta?

    Third country nationals travelling to Malta from countries that are considered high-risk, is not permitted. Only in exceptional circumstances would a person from a banned country be allowed to travel to Malta and would need to be authorised by the Superintendent of Public Health. Such exceptional circumstances may include: humanitarian reasons, medical reasons, re-unification of a family member of a Maltese citizen or an essential worker. Not all countries, however, are banned. Travel is permitted from countries on Malta’s Amber List, providing that a number of criteria are met. A person travelling from an Amber Listed country must be able to show that they have resided in that country for at least 14 days prior to their journey to Malta. In addition, the person must present a negative nasophatyngeal RT-PCR test result that was obtained within 72 hours before arriving in Malta. Currently, there are 48 countries on Malta’s Amber List. The Amber List is updated regularly.

    You need to spend 14 days in any country which is on the amber list and then fly to Malta.
