Must my family be with me when I start the visa application in Spain?

I’m a Chinese citizen looking to move my family to Europe. I see the Spanish golden visa is a good option. But can I go first to buy the property and start the paperwork and then travel back to set everything up to bring the family after the 90-day period, or must we all be in Spain to start the process? How long will the process take, considering that Spain is looking to close this visa?

Please be informed that if your family members will be submitting an application alongside yours, they must be physically present in Spain.
