How do I apply for a Portuguese working visa D3 and is an apostille necessary?

I am Russian and want to apply for a Portuguese working visa D3 with a criminal record certificate issued in Germany (because I was a resident of Germany for 3 years). Do I need an Apostille on Criminal Record or not because it was issued by EU country?

    All documents not issued in a European country are subject to the apostille stamp to be valid in Portugal. Exceptions may exist in relation to documents issued by countries of the European Union for their European Union nationals, under Regulation (EU) 2016/1191 of the European Parliament and of the Council of July 6, 2016. The D3 process must start abroad, at the Portuguese consulate/VFS center of the residency area of the applicant, although it is also possible to start it directly in Portugal, proving a legal entrance, in some cases.

    If you hold a position that requires specialized technical skills appropriate for the job, such as management or leadership positions, or if you are a specialist in intellectual or scientific activities, you can apply for a D3, which is the visa for highly qualified professionals. For that, you must prove your qualifications by presenting your work contract (or promissory work contract) and add other proofs of qualification, such as diplomas, registrations in the respective professional associations, etc. The application is delivered to the Portuguese consulate in the country of residence (if not the country of origin, you must bring your residence permit from the country where you live), or to the official partner company of the Portuguese ministry of foreign affairs (VFS Global). The visa should be issued within 60 days, with a 120-day duration and the right to two entries in the country. During this period, already in Portugal, you should complete the process at the Foreigners and Borders Service (SEF), by appointment, to obtain the corresponding residence permit. All official documents (criminal record; and possible birth and marriage records, if you are applying for family reunification, etc), must be apostille and translated into Portuguese, even if it’s a German document. For the D3 application at the Portuguese Consulate, you will need to fill out the appropriate form, copy of the stamped pages of your passport, valid travel insurance, apostille and translated criminal record, proof of means of subsistence, employment contract (or promissory employment contract), and all possible evidence of qualification for the highly qualified position.

    To apply for the D3 visa, you need to have a work contract or a promise of a work contract with at least one year duration in a highly qualified profession. If you are applying from Germany, the criminal background check doesn't need to be legalized with apostille; if you are applying from Russia, it needs to be legalized with apostille.
