What CBI-related changes have taken effect in Portugal following the start of the new year?

Have the minimum investments increased for all CBI categories? What regions in Portugal are now available to foreign investors for CBI?

    According to the new regime, eligible Investments in real estate for housing purposes are now limited to interior regions, Azores and Madeira, which benefit from a 20% further discount if it is located in low density NUTS III territories. The minimum thresholds for acceding the program remain identical. What changes is the eligibility of the investment based on the purpose of the property, being certain that the property destined to, for instance, services or commerce, will be eligible for the golden visa, even if located in large metropolitan areas, under the same minimum investment amounts required prior to the entry into force of the new regime. For other eligible investments, such as the transfer of funds to a locally domiciled open bank account, the minimum investment requirement has been increased to 1,500,000 euros. The subscription of participation units in investment funds has been raised to 500,000 euros as well as research activities developed by public or private scientific research institutions, integrated in the national scientific and technological system. The creation of a company with headquarter in Portugal, combined with the creation of five permanent jobs or increase of a share capital of a company already existing, with headquarters in Portugal, with the creation or maintenance of at least five permanent jobs, for a minimum period of three years, requires a minimum investment of 500,000 euros.

    Following the start of the new year, Lisbon, Porto and main coastal areas are no longer eligible for real estate investment. Commercial and industrial real estate remain eligible for investment in these areas. Investment capitals haven't changed and are still at 500,000 euros and 350,000 euros (purchase plus rehabilitation) for properties older than 30 years old. Also, for investment via capital transfer, the amount now needed is 1.5 million euros; It used to be 1 million euros before. Investment funds threshold has increased to 500,000 euros from 350,000 euros. Also, for transfer of capital for the constitution of a commercial company headquartered in Portugal, one would have to create five permanent jobs and 500,000 euros instead of the previous 350,000 euros. An investor would also have to create at least 10 jobs in a high population density area as opposed to eight jobs in low populational density areas -- this condition has not changed. For investment in scientific research activities, 500,000 euros is now required instead of the previous 350,000 euros. With the exception of real estate investment in Lisbon, Porto, and main coastal areas, other type of investments can be done in all regions.

    Only four of the current eight available golden visa options will suffer an increase in investment values: 1 million euros capital transfer raises to 1.5M euros; investment in scientific or technological research activities raises to 500,000 euros. Acquisition of participation units in investment funds or venture capital funds dedicated to the capitalization of companies raises to 500,000; incorporation or reinforcement of companies with hiring or maintenance of five jobs also raises to 500,000. Real estate options keep the minimum investment of 500,000 or 350,000 for old properties with rehabilitation works (benefiting from a 20% reduction when located in low density areas). The eligible zones for habitation purposes in real estates are listed in the Ordinance No. 208/2017, of July 13.
