What counts as family members to be eligible for Antigua & Barbuda citizenship by investment?

We are a newly married couple that have no plans of starting a family soon. Can we still apply for citizenship through the national development fund or real estate investment options as a family of only two? However, we would like to bring our aging parents, who are financially dependent on us. Can they be part of our application or do they need to invest their own funds?
