What do the latest changes from Turkey’s Land Registry authority mean?

I was intending to buy two properties for a total of $600k but none of them will be $400k on its own. How can I avoid being ineligible?

    It may not have any impact depending on your plans. Although, there is a new CBI application guideline that will come into effect as of January 1, 2023 noting that in case the CBI application is made with real estate sale commitment (promise of sale) contracts (not actual title purchase but purchase of such contracts at construction stage for new projects) the $400k requirement shall be satisfied with one contract. This means that you can still purchase two or more properties [for instance with values of $200k and $400k accumulating to $600k] at one project from one vendor with one contract and that will still be fine. The same is applicable if you directly purchase title deeds (more than one) with different values accumulating in total $400k minimum. The limitation introduced is only for more than one real estate sale commitment (promise of sale) contracts, you can no longer combine different contract values to reach a total of $400k from different vendors.
