What is the return that a developer can expect on a public-private partnership project?

We are a Chinese construction company that has done a number of our own projects in a number of asset classes. We have noticed what appears to be an increase in public-private partnership deals, including the overhaul of Los Angeles International Airport (LAX). Obviously, these are likely to be relatively low-risk projects, but what type of returns should we expect in one of these deals? What is the best way to find these deals?

    Projects sponsored or somewhat funded by the government usually can be found via their websites or ways for bidding. There are local brokers/experts who specialize in these and they would know the bidding process.
