What options does Japan offer to foreign entrepreneurs looking for a place to set up a new business?

I’ve heard that travel options remain limited to Japan because of the covid situation. What options do foreign entrepreneurs looking for a place to set up a new business have in Japan? Should they just wait for restrictions to end? Or should they partner up with a local business partner? What would you advise?

    There are some options for foreign entrepreneurs to apply for a work visa: a local government offers a special program to help entrepreneurs receive a business manager visa before securing an office. The Tokyo Metropolitan government has one such program for instance. Another option is that some building owners or real estate agencies accept an individual or company overseas to be a lessee for their premises.
