How can I get residency in Panama through bank deposit?

I heard that it is possible to participate in the residency-by-investment program in Panama with a bank deposit. Does this option apply to any foreign nationals?

    The self solvency residency is available to investors of any country, as long as a minimum contract deposit for at least three years is done in the minimum amount of $300,000. Temporal residency is secured immediately, and permanent residency within three years, approximately.

    There is, indeed, an option under our residency-by-investment programs that involves a bank deposit, regulations require that the applicant set up a fixed term deposit at a Panamanian bank for at least US$300,000 for a term of 36 months. This residency permit is first granted for two years, to later be converted into a permanent one.
