Under what circumstances can I take biometrics at the Maltese consular posts in China?

I read that every investor applying for the investment immigration program of Malta must travel there for biometrics, except for investors from China under special circumstances and with consent from the Maltese authority. I am an investor from China. How can I apply for such an arrangement?

    Taking the biometrics in China is not possible when applying for the Investment Immigration Program (MIIP). One has to come to Malta to commence the one-year residence which would enable you to apply for the MIIP. On arrival for the residence one submits for the biometrics too. The taking of Biometrics in China is only an option when applying for the MRVP (Malta Residence and Visa Program).

    Unfortunately, as things stand, due to the analysis required, one is unable to take biometrics anywhere outside of Malta. This is due to the fact that biometrics are taken by a specialized team which is only posted in Malta. Hence with any application regarding immigration matters, it is requisite that one flies to Malta in order to take the said biometrics.

    It could be possible to submit the biometric data in the consular post in the country from which the application is sent. It depends on the number of applications. For example, Identity Malta sent their representatives to China (MRV Programme) where the number of applications reached 50. They gathered the biometric data of all applicants during four days. It could be organized the process of applications submitting in your country if the interest is increased in this programme there.
