What is the proposed Entrepreneur Visa and how is it different from the Malta Nomad Residence Permit program?

I’ve heard the Maltese government is planning a new visa program for foreign entrepreneurs. How would this be different from all the other residency/golden visa programs?

    The Residency Malta Agency is in the process of finalising the new Startup Residence Programme with the aim of attracting entrepreneurs and their new business to Malta. Together with Malta Enterprise, this new programme will offer third-country investors the ability to reside in Malta when they choose Malta as their launch base for their business. The Startup Residence Permit is expected to be officially launched in the coming months. Malta's Nomad Residence Permit aims to attract individuals to Malta who want to enjoy the Mediterranean lifestyle in Europe and can continue to work for their foreign employer or company remotely. It does not involve a business venture in the country. Individuals applying for the Malta Nomad Residence Permit must show a minimum of €2,700 monthly income and demonstrate that they can work irrespective of their physical location.

    It is anticipated that a new Entrepreneur Visa program will be shortly launched by Residency Malta Agency; unlike the Nomad Residence Permit program, which allows third nationals to work remotely from Malta, the new Entrepreneur Visa program will allow third country nationals to set up their business in Malta and relocate to Malta on that basis. Details of the new program are yet to be announced; however, it is expected that the entry level of investment for the program will be lower than of the MPRP.
