How can foreign investors apply for residency via investment in Malta?

I've heard that investors will find it difficult to get their residency via investment following the Passport Papers controversy involving Malta. What options remain for foreigners to apply for residency in Malta?

There are several options for foreign investors to apply for residency via investment in Malta. In the last six months, Malta has announced two new pieces of legislation – one for citizenship and one for a new permanent residency program. These are the Granting of Citizenship for Exceptional Services by Direct Investment, and the Malta Permanent Residency Program (MPRP). In addition, third-country nationals may invest in the Global Residence Program (GRP).
