How can investors develop legitimate ties to the principality in order to gain citizenship in Monaco?

Is there a certain criterion that one can meet to eventually get citizenship or is the decision ultimately made randomly?

    Anyone who has been resident for at least 10 years can apply for naturalization as a Monaco citizen. The granting of Monaco citizenship is at the discretion of the prince who can however dispense with this requirement. The department of justice examines the file and makes a report to the prince after consultation with other Monegasque authorities. Criteria applied include family ties with the principality, integration into the economic, social or cultural life of the principality, and generally deemed worthy by the prince. The French authorities are also consulted prior to publication of the decision.
