When will Malta end its golden passport?

After the European Court ruling, how long will it take for Malta to end its golden visa program? Would I still have enough time to apply?

On 16 July 2025, the Maltese Government published a Bill to formally repeal the investor-based citizenship programme (“golden passport”) following the European Court of Justice’s April ruling. Importantly, no new applications under this programme are being accepted, and the regime is effectively closed. The new framework will focus on merit-based naturalization for individuals providing exceptional services to Malta or humanity.

Unfortunately the 'golden passport' scheme has already ended. However, the Government has already announced a new citizenship by merit programme.
