Would I need to get endorsements before filing for my entrepreneur visa? If so, how would I be able to do that given that Australian borders are closed?

The first step in the application process is to file their Expression of Interest (EOI) with the Department of Home Affairs and get the EOI number allocated. Then the applicant needs to approach the state/territory government agency for endorsement.
