How can foreigners donate to a nongovernmental organization and gain citizenship in Antigua and Barbuda?

Is it absolutely necessary for a foreigner to cut a check only to the National Development Fund for the purpose of CBI in Antigua and Barbuda, or can one pick a local charity or a not-for-profit organization, and make a donation there instead?

    In Antigua and Barbuda, there is the option to donate to the University of the West Indies Fund if you have six or more members in your family.
