How can new applicants for Dominica’s citizenship by investment program avoid access issues with the EU?

I’m in the process of applying for Dominican citizenship and just heard about the UK revoking visa-free access for Dominicans and that the EU might also do the same. It’s obviously a big concern of mine and I’m wondering if I go ahead and apply and pay the fees, will I be compensated later if I’m denied EU access or how would that work?

Once you filed an application for citizenship and it concluded in your favor, you are not entitled to any refund should you proceed to settle the investment sum. The application is not contingent on it granting access to certain countries and as long as that access is no longer possible, then there is the likelihood of a refund. It does not work so. Your settlement of the investment sum is dependent on the outcome of the application and not on access to countries.
