Should foreign investors take the 'one Euro Home' project in Italy seriously?

I've seen TV shows that claim one could get a house in Italy for very cheap prices if one opts for the 'one euro home'. Would you advise foreign investors to take this route and also gain permanent residency?

Real estate investments do not make one eligible for an investor visa and residence permit. If you buy a property in Italy, you may evaluate applying for an elective residence visa, provided that you can comply with its material requirements: i.e., availability of economic resources (min. 32,000 euros per year) deriving from passive income, and be ready not to work in Italy.

The One Euro Home project is not linked to an immigration scheme. If you purchase a property, you will need to secure a visa and Italy does not offer a visa linked to purchasing real estate. Italy's investor Visa requires investments in government bonds, shares of a company or a donation.
