When can I get a deed title for an apartment I bought in installments in Turkey?

I bought an apartment with installments in 2019 for $67800 in Istanbul. It will be finished this year with 3 installments remaining. Can I ask for a Turkish deed title once it’s finished? What documents would I need? Would this make me eligible for citizenship? How much would the buyer-seller transmission cost?

The timing of a title deed to be obtained is subject to the contract of purchase and the completion of the construction and submission of finalization of easements or condominium plans etc. (land share title, floor easement, condominium title etc.). The details will need to be reviewed to comment on such inquiry for the title deed to be made. In case the purchase price of the property is $67,800 you will not be eligible to apply for CBI (citizenship by investment) program in Turkey. The title deed transfers (depending on type and relevant exemptions) may require VAT from 1% to 18% for the invoicing and the title deed duties 2% each from buyer and seller.
