Who qualifies as a dependent for the Dominica citizenship-by-investment program?

I have a fiancé I want to include in my application, as well as my elderly parents who are dependent upon me. Are they eligible? What about siblings?

Persons qualified as dependents under Dominica's citizenship-by-investment program are chidren up to age 28 and parents or grandparents 55 years and older. A fiance and siblings are not qualified as dependents. Should you proceed to marry your fiance after having received citizenship, then she would become entitled to the benefits of a dependent but not as a fiance.
