With the recent policy changes, how long does it take Chinese investors to receive Canadian permanent residency with the Quebec Immigration Investor Program?

I am a Chinese national. I read that recently the Quebec Immigration Investor Program (QIIP) has reduced the annual quota for Chinese applicants from 70 percent to 65 percent. If I start my QIIP application process now, how long will it take me to become a permanent resident?

It would take you about one year to get a Quebec decision and about three years for permanent resident visas.

It is difficult to give an accurate answer to this question. As of now, the applicants receiving PR waited one year at the provincial level and 2.5 years at the federal level. I estimate the provincial waiting time to go to 1.5 years and, for federal, 3.5 years. Therefore, I think five years is a good estimate.

There are two steps for the QIIP. Currently, it takes around three years and half to four years before to get the PR status. The Quebec process is around one year to one year and a half. Then, the federal process will take around two years and a half.

The quota has been reduced since this year. It will take 1.5 years to receive the CSQ and about extra three years to get PR.
