How can I apply for the 189 visa twice?

Is it possible for me to avail this visa one more time? My 189 visa already expired in 2019, and I also received an RRV in 2020, which also expired. I am currently offshore. I can’t show any cultural or beneficial ties to get another RRV.

    There is no restriction preventing a future subclass 189 application although the planning levels (quotas) are significantly lower than previous years. You should check the EOI data to see how many EOIs have been submitted for your occupation at your points level (and higher) and how many invited/lodged applications have been made. Do also note that an expired RRV doesn't prevent you applying for an RRV in the future. The general guidance is to ensure there is no more than 5 years between trips to Australia (even as a visitor) as this will allow to apply in the future without compelling reasons for absence. When you apply in the future you will need to travel to Australia (on a visitor visa is acceptable) and lodge the application while in Australia and you will need to demonstrate substantial ties of benefit to Australia. There is also specific policy under the RRV to consider applicants under 189 and similar skilled-based visas, where they have opportunities to remain overseas to develop their career, and this can be considered as it will have the potential to contribute Australia in the future when they bring their developed skills to Australia. I have successfully assisted applications who have held a permanent visa more than 20 years ago, and recently established ties with Australia that allowed them to obtain a new RRV. These have included completing a year of study in Australia on a student visa, being involved in cultural events in Australia and short term employment in Australia. Do speak with a registered migration agent for advice in these matters. as there may be opportunities here you're overlooking.

    If you held a 189 Skilled Independent Visa, which expired, and then a Resident Return Visa, which expired, then you are no longer an Australian permanent resident. You may apply again for the 189 Visa as an offshore applicant, provided that you now meet the invitation round points score for your skilled occupation and are likely to receive an invitation.     If you have spent at least one day in Australia within the past five yearsbut do not meet the two-year residence requirement or cannot demonstratesubstantial ties, you may still be eligible for a Subclass 157 Resident ReturnVisa, which provides a travel facility of up to three months. This is generallygranted where there are compelling or compassionate reasons for your absence.  Additionally, your previous grant of aSubclass 189 visa does not prevent you from reapplying for the same visa,provided you meet the current eligibility criteria such as points, nominatedoccupation, invitation, etc, and follow the required application process.
