How can a U.S. green card holder obtain permanent residency in Canada?

While talking with my immigration consultant in the U.S., I was informed that once becoming a U.S. green card holder, I would have great mobility of traveling to Canada, and applying for permanent residency in Canada would become much easier. Is it true? What is the process for a U.S. green card holder to apply for permanent residency in Canada?

First of all, there is no such thing as an immigration consultant in the U.S. Also, the only mobility advantage is part of NAFTA (or new one). The working visa, like a TN visa, are easier. For PR, having a U.S. PR or even being a U.S. citizen is the same as any other nationality.
