How can Vietnamese applicants apply for Canada’s startup visa during the pandemic?

Given the fact that both Vietnam and Canada have very strict pandemic related travel restrictions, how can Vietnamese entrepreneurs meet the conditions of Canada’s startup visa? Would it be necessary to get approval in person of my business plan from an accredited body in Canada or can I do that online?

As long as a Vietnamese applicant can do the *language test*, all the rest could be done online to complete the start-up visa application, all the way to getting the Canadian permanent residence.
