Will American investors need EU vaccine certificates to travel to Italy in the summer?

I've heard France is allowing vaccinated Americans to visit without restrictions in the summer. Will it be the same in Italy? Or would I need an EU compatible vaccine certificate if I plan to visit in the summer?

As of today, no specific measures have been adopted by the Italian government in relation to exemptions for vaccinated Americans or non-EU nationals vaccinated outside the EU for travel during the summer period. Possibly new measures and/or waivers to travels limitations will be announced in the coming weeks.

According to the latest news, the European Union plans to open its doors this summer to U.S. tourists who’ve been fully vaccinated against COVID-19, but the plan has not been approved yet.
