Does the recent extension in residence permits for foreigners also mean one can fly in and out of Italy during the period?

My residence permit in Italy expired during the pandemic last November. I've heard the government has announced an extension for all expired residence permits. Does this mean I would be able to fly out and return to Italy as well?

    The Italian government has indeed extended the validity of residence permits to July 31, 2021, with the possibility for holders to continue enjoying the rights granted by such residence permits, travels included, if carried out during the extended validity period.

    The extension of residence permits allows for renewal even after the expiration date. In general, foreigners can fly in and out of Italy during this period; however, in order to have peace of mind, I would bring at the airport the proof of the renewal application.
