How can I acquire an existing local startup to qualify for an investor visa in Italy?

I'm an investor from a non-EU country looking to qualify for Italy's investor visa by acquiring a local startup. What is the process and criteria for this? Can I put in money in any startup I like or is there a government approved list?

    Start-up is not simply a newly established company, but the investment must be in stakes, or shares in innovative startups, i.e., the companies referred to in Art. 25, par. 2 of decree-law no. 179 of Oct. 18, 2012, converted with amendments by law no. 221 of Dec. 17, 2012. The official list of innovative startups, which is updated every week and accessible free of charge, is available on the portal www.startup.registroimprese.it, administered by the Italian Chambers of Commerce system.

    The investment, of a mínimum amount of 250,000 euros shall be done by subscribing a capital increase, or purchasing quotas of an innovative startup company. i.e., a start-up company having the characteristics required by L.D. 179/2012 and being registered in the special section of the Italian companies register.
