How can I apply for Australia's talent visa options during the pandemic?

I'm a successful scientist based in China who is looking to move with my considerable savings to Australia. The problem is that my English skills are quite limited. Would that be a problem when I apply for the Global Talent stream or the Distinguished Talent stream?

    The Distinguished Talent (124) Visa was closed as of July 1, 2021. The Global Talent Visa has been open since Feb. 27, 2021, and it remains open. If you wish to apply, you must establish you are still prominent in your field and can find employment in Australia; you have been nominated by a relevant person in Australia; you have functional English (IELTS 4.5).

    If you apply for a visa under the Global Talent stream or the Distinguished Talent stream, you must pay an extra charge called the second installment, if you do not have functional English.​​​​

    There is no English requirement for the grant of an 858 Global Talent visa. English level is a time of decision requirement, and you may need to pay the second installment visa application charge for less than functional English. This fee is 4,890 Australian dollars in addition to the first installment visa charge of 4,180 Australian dollars if the applicant has less than functional English, and also needs to be paid for all additional applicants over the age of 18. There is no requirement for an 858 visa grant to have an English test or a positive skills assessment.
