How can investors put their money in public interest projects to gain permanent residency in Italy?

Who will determine the fact that a foreigner's investment meets the public interest criteria? Could I pick any charity project or some artist support NGO I like, for example?

    In light of the fact that there is no official list of projects pre-approved/validated by the Italian government, the idea would be to contact NGOs, public entities such as public universities, municipalities and regional bodies to inquire whether they have philanthropic projects that could be financed through a donation and they would be interested in receiving such donation (since the recipient of the investment must give consent to the donation and state such intention in a declaration to be filed for the obtainment of the visa authorization). The Investor Visa Committee will evaluate the application taking in consideration the information provided at the time of the application such as the description of the methods, purposes and expected social impact of the donation to the philanthropic project.

    In the case of donation, it is necessary to provide the tax ID of the recipient entity (or entities, if the donation involves several recipients) and the amount (with specification of the partial amounts if there are multiple recipients). A description of the methods, purposes and expected social impact of the donation, and a declaration of consent from the legal representative of the recipient entity/entities should be submitted as well.
