How can Ukrainians apply to Dominica's CBI program?

I've heard there are now restrictions on Russians and Belarusians, but does this mean that Ukrainians are still able to apply to Dominica's CBI? What if a Ukrainian does not have a biometric passport, would they still be eligible?

    Russians and Belarusians can't apply for Dominican passports but Ukrainians can.
