How likely is it that the Quebec Immigrant Investor Program will not open for applications after this September?

I am a Chinese investor who is very interested in the Quebec Immigrant Investor Program (QIIP). Since the extension of the QIIP submission period was announced, many migration agents have been telling me that the program might close for applications after Aug. 31, and they are pushing me to make an investment as soon as possible. Although intrigued, I want to take time to make sure that every step of my application is properly executed, and do not want to rush on such an important decision. However, I am also worried that I might miss the last chance for the program.

    It is hard to tell what will happen after the Aug. 30 deadline, because no one knows yet if the program will reopen or be suspended for one year (or more?). If you want to be on the safe side, apply before Aug. 30, 2019. If you are a risk-taker, let's see if there is still a program after that date, because even the government has not made up its mind yet if it wants to keep the program or not.

    There is a possibility they can close, but I really do not think so. As you know, this is used as a marketing strategy the same way they did it with EB-5 before.
