How strict are the language requirements for the QIIP program in Canada?

Can I apply while enrolled in a French course or do I have to have completed the whole course and be able to speak fluent French before applying?

    A minimum level CLB 7 oral acknowledgment of French is required but there are some adjustment suggestions to have a window of two years after approval to provide or accept from another dependent family member to provide. If there will be a timeframe after approval, studying and completing a specified French course will be considered as a met condition or at least the approval of a time extension request to provide them with the requirement.

    New applications for this program are currently on hold. You cannot apply at this time. Please note that the evaluation of language proficiency in French and English is conducted in both oral and written forms. If you do not reach a level equal to or greater than 7 on the Quebec Scale in both oral and written assessments (this is not the official name) or if you do not submit test results certificates or diplomas for your French language skills, you will not receive any points in the French language proficiency evaluation criteria. Similarly, if you do not reach a level equal to or greater than 5 on the Canadian Language Benchmarks in both oral and written assessments or do not submit test results certificates or diplomas for your English language skills, you will not receive any points in the English language proficiency evaluation criteria.

    The new Quebec Investor program will require a 7 out of 12 on the Quebec French language skill standard. Generally speaking, this requires someone to be able to 'communicate independently, when the situation is predictable or partially predictable in informal conversations or presentations on concrete topics related to current needs'.

    The QIIP has been suspended since 2019, so no one can apply. If you would be qualified for QIIP, you would be also eligible for a faster, easier program with more benefits.
