Is there any way for a Vanuatu “honorary” citizen to get the same rights as a regular citizen?

I want to invest in Vanuatu, become a citizen and eventually relocate there. However, it seems that “honorary” citizens aren’t eligible for everything. What do they receive and what do they not, if living within Vanuatu? Can investment immigrants become more than honorary citizens?

The difference between Vanuatu citizenship and honorary citizenship is that honorary citizens are not permitted to vote, not permitted to take a job in a government position and are not permitted to enter into politics. Other than the above, the privileges and rights of ordinary and honorary citizens are the same.
