I am afraid Canada wouldn't have a program for you. Basically, Canada is looking for (1) young people coming to take jobs from Canadian employers, or (2) people of any age coming to create jobs for Canadians. That being said, depending on the passport you already have or could be getting, you could be spending less than 6 months per year in Canada as a "tourist", if that could meet your goal of retiring - partially - in Canada.
