    There is no bright future for the Quebec Investor Program and don't expect any reopening in the foreseeable future. The Quebec Investor Program has been suspended for more than three years already (since Aug 2019 for non-French-speaking applicants, and Oct 2019 for French-speaking applicants). There is no significant appetite from the current provincial government (recently re-elected for another 4-year term) to reactivate this program, unless it were to come with a rather high proficiency in the French language. In any case, processing times for this program are 3.5 years to get a selection from Quebec province, then 5.5 years to get Permanent Resident Visas from Canada, so a total of 9 years. Anybody interested to apply under an eventual Quebec Investor Program should start working on his/her French: you'll probably have time to become fluent before the program reopens, or at least before you get your PR visas for Canada!
