For the time being, Italy has not introduced any ban in the investor visa program, although the European Council has partially suspended the agreement on the facilitation of visa issuance for certain types of visas. Russian diplomats, Russian officials and Russian business people who previously qualified for the visa facilitation will no longer benefit from special processing and must now follow the standard procedures when applying for a short-term Schengen visa.

No specific ban has been introduced for the investor visa but a new provision, valid at EU level, does not allow Russian nationals to invest more than 100,000 euros and, therefore, in practical terms, even if a Russian national obtain the clearance by the ministry, they shall not be allowed to do the investment (of 250,000 euros) necessary to obtain the police permit.
